Senator Boxer: Full Funding For IDEA

I am pleased to let you know that I have joined a bipartisan legislative effort to ensure that Congress makes good on a commitment it made more than three decades ago when the Individuals with Disabilities Education Act became law. In 1975, with passage of this law, children with disabilities, their families, schools, and individual states were assured that the federal government would pay 40 percent of the extra cost of special education. However, that commitment has never been met.
Our bipartisan legislative effort, led by Senator Tom Harkin, would annually increase funding for Part B of the Individuals with Disabilities Education Act over a six-year period. With these increases, full funding would be provided by 2015.
This bill is a win-win-win, reflecting our interest in ensuring that children with disabilities get an appropriate education and that local school districts do not have to slash their general education budgets in order to pay for special education. It is time to make good on the commitment made so many years ago.
